Alien Presence: Friend or Foe?

That Depends

Anyone who wants to understand the Alien Presence will read Richard Dolan’s books.

Dolan’s UFOs and the National Security State: Chronology of a Coverup, 1941-1973 (2002) and subsequent UFOs and the National Security State: The Cover-Up Exposed, 1973-1991 (2009) document the history of UFO’s and the “national security” state in an historical context.

A decades-long cat-and-mouse game between the U.S. military and UFO’s is described, as well as the CIA’s dirty game of hiding the Alien Presence from the public.

Dolan describes the researchers and activists pushing for true disclosure, and the covert actions of the CIA against civilian research organizations.

Reports cataloged by Dolan show that ordinary people all over the world have interacted with many different types of aliens.

From September to December 1954, an unprecedented number of UFO landings and humanoid sightings took place around the world (Dolan, 2002, p.157).

This early period, as well as the number of worldwide sightings, tends to make claims of human military psyops masquerading as aliens unlikely.

Even the Nazis, who had Tesla’s technology since January 1943 (see Invisible Antigravity Military Weapons: A Tesla/Nazi Tragedy), could not have pulled off a worldwide mass UFO landing wave with humanoid aliens.

In this block quote Dolan summarizes the sightings of 1954:

Most of them described beings between three and four feet tall, some of which were human-looking, others “almost” human-looking, others wore “diving suits,” others were hairy, gray, or even shorter than two feet. None of the sightings included descriptions of what are now called “Grays,” the small, thin creatures with big, dark eyes, made famous from the cover of Whitley Strieber’s Communion. (The first definite description of such entities did not occur until the Hill abduction of 1961, although a few possible descriptions occurred during the mid-1950’s) (Dolan, 2002, pp. 157-158)

Dolan’s exhaustive research found very little in the way of benign E.T. contact. The vast majority of experiences reported are of non-human aliens, and many of them were traumatic. Electromagnetic weaponry, paralysis, loss of consciousness and memory loss are themes, as in this account:

A humanoid sighting is said to have occurred in the spring of 1955 in Loveland, Ohio. A businessman saw three short beings by the side of the road at 4 a.m., believed he lost consciousness, and found himself driving to the police station without remembering what had taken place. This odd incident was investigated by researchers Ted Bloecher and Leonard Stringfield. (Dolan, 2002, p. 179)

Another bad experience with space aliens:

The best-known humanoid sighting of the year [1955] occurred near Hopkinsville, Kentucky, by the Sutton family on the night of August 21-22. A man in his yard saw a “spaceship” in a nearby field and ran inside to tell the others. Within minutes, several creatures were roaming the area. They were about three feet high with a roundish head, elephantine ears, a slit-like mouth extending from ear to ear, no visible neck, long arms ending in clawed hands, and wore glowing silver clothing. Their eyes were huge and wide-set. When running, the beings dropped to all fours. When one of them approached the house, a man fired his shotgun through the screen door, scoring a direct hit. The creature was knocked over, but got back up and scuttled off. Another man walked out the door, and one of the creatures reached for his head. According to the family, this kind of activity continued for the greater part of the night, and included heavy gunfire at times. At one point, one of the entities was knocked down from the roof by a bullet and “floated down.” Running out of ammunition, the Suttons mustered enough courage to scramble into their car and head for the police station. They brought back the deputy sheriff, who saw a fast-moving lighted object in the sky, but nothing else unusual…the chief of police agreed that “something scared those people-something beyond reason-nothing ordinary.” (Dolan, 2002, p. 179)

Dolan’s first volume does have one benign account, in 1954, of human E.T.’s:

On October 21, [1954] a woman from Ranton, Great Britain and her two children saw a disc-shaped metallic object hovering above their house. Like the case from Tehran, they also claimed to see occupants through “transparent” panels- in this case, two men with white skin, hair to their shoulders, very high foreheads, transparent helmets, and turquoise-blue clothing that resembled ski suits. The craft hovered at a tilted angle while the two beings looked at the scene “sternly, not in an unkind fashion, but almost sadly, compassionately.” (Dolan, 2002, p. 164)

That is as good as it gets. When space aliens actually show up in vehicles, the overwhelming majority of experiences reported by people are bad.

I have tried to find evidence of benevolent E.T.’s who have physically come here to intercede on behalf of humanity, but the claims for this don’t hold up.

Dr. Steven Greer is well known for insisting that all E.T.’s are positive and peaceful. We have to consider Greer, who is a powerful force today in disclosing the E.T. presence. Here is what he said in a YouTube video about E.T.’s who are “scary, nefarious and harmful”: “Those are the ones I want to make contact with first” (cosmic fam @2:45). Whatever Greer’s reasons are for taking this position, not all space aliens are positive.

The documented history of the Alien Presence in those early years after WWII shows that Earth was the wild west, with a wide variety of bizarre non-human aliens riding in, abusing the natives and riding off into the sunset.

After the arrival of the grays in the 60’s, things changed. We start hearing about abductions, and less variety in the types of space aliens.

No Valiant Thor. No Ashtar Command.

When we talk about positive E.T. telepathic contact, that is another matter. There is evidence for that.

I do not encourage initiating contact of this kind. We are going to discuss historical facts about it, but I do not recommend doing it. It is dangerous in that initially positive contacts are usually infiltrated or turn sour, with catastrophic results. Both Wilbert B. Smith and Don Elkins ended up dead.

The ONLY positive contact of this caliber that stayed consistent and did not result in disaster was the Circle R Group, from which the Lightworking Series is taken.

Wilbert B. Smith was a Canadian radio engineer, Department of Transportation official and prominent UFOlogist. He is also a central figure in the early telepathic contacts with ET’s.

 This is an excerpt from Smith’s NICAP bio:

Wilbert Smith held both a B.Sc. and M.Sc. in Electrical Engineering, and was Senior Radio Engineer, Broadcast and Measurements Section, Department of Transport (DOT). Smith was internationally recognized for his work in radio communications, and he held a number of patents. He had been responsible for engineering aspects of everything concerning the use of radio in Canada, including equipment standards, radio relay systems, broadcast facilities and interference studies. He was in charge of establishing a network of ionospheric measurement stations throughout Canada, and he often represented Canada at international conferences. (archive.org)

An excerpt from Smith’s bio page on the University of Ottowa’s website:

Mr. Smith eventually instituted Project Magnet with the [Canadian] Department of Transport in November 1950. The purpose of the project was to collect data on UFOs and to potentially use that data to inform human technology and engineering. Before the program dissolved in 1954, he concluded that flying saucers did exist and that they operate on magnetic principles. In 1952 he was also part of an interdepartmental government committee of scientists and military officers set up to investigate UFO reports, known as Project Second Story/Storey. (biblio.uottowa.ca)

We need just a bit more on Project Second Story, from an article in the Ottowa Citizen:

The Project Second Storey committee, of which Smith was a member, developed a weighted 28-question questionnaire for those who reported seeing UFOs, to try to determine the likelihood that what they thought they saw actually happened. (ottowacitizen.com, para.12)

Lost to history (the reference has been scrubbed) is that the “weighted 28-question questionnaire” contained technical questions that contactees had little chance of being able to answer, unless they were in telepathic contact with E.T.’s who knew the answers.

Smith was using the Project Second Story questionnaire to vet contactees who were in telepathic contact with E.T.’s, to mine them for technical information!

Smith eventually came to be in telepathic contact with E.T.’s himself. He gained technical information and built several devices through this contact. The E.T.’s telepathically gave Smith general design concepts, but Smith had to work out how to build the devices himself.  (rexresearch.com; treurniet.ca).

One of the devices Smith built through telepathic contact with positive ET’s was the molecular binding force meter.

The meter was the product of incidents where military pilots flew into the field vortices of UFO’s, and their planes came apart. These incidents were not intended by the UFO’s.

The meter was intended for use in detecting other such fields on the Earth (not UFO fields), in order to prevent further accidents. (rexresearch.com).

From Smith’s book The New Science (1964):

I think you might be a bit hasty in dismissing “telepathic” communication with these people from elsewhere, since I know that the system they use does resemble telepathy to some extent, but it actually is electrical, even though they have cut out most of the intervening equipment such as microphones, earphones, vocal cords etc. I have generated this energy in the lab, but I am not smart enough to do anything with it; I only know that it exists, and the boys from topside admit that it is what they use. (Smith, 1964, p. 58)

Smith’s understanding of the philosophy of the “boys from topside” was expressed in Issue 14 of his magazine Topside:

It should, however, in all fairness be pointed out that ''The New Science" is not a primer for laymen in which everything is spelled out simply and falls nicely into our laps with no effort on our part. It was never the intention of the Space Brothers to do our scientific work for us - this would be contrary to their policy of non-intervention with the natural evolution of their Earth Brothers and their Cosmic Laws which state that there is no merit to anything not achieved by personal effort - nevertheless, they have always been more than willing to point the way to the sincere seeker of the Truth. Smith never finished writing The New Science. In “May of 1962 he became afflicted with cancer and after a valiant struggle, he died on December 27, 1962, at the age of 52” (files.afu.se p.7). Unfinished, The New Science was published by his widow in 1964.

Smith’s activities were part of a trend, and possibly a catalyst for groups of people who were purposefully seeking telepathic contact with E.T.’s in the 1950’s.

The Ra material is one result of this trend. The group who channeled The Ra Material was a classic channel, questioner, scribe configuration. The central force behind the group who channeled Ra was Don Elkins, the questioner.

Elkins, like Smith, was a serious scientist. This excerpt is from Elkins’ bio on the L/L Research website:

Don Elkins was born in Louisville, Kentucky in 1930. He held a BS and MS in mechanical engineering from the University of Louisville, as well as an MS in general engineering from Speed Scientific School. He was the founder and head of the University of Alaska’s mechanical engineering department in 1960-61, and was Professor of Physics and Engineering at the University of Louisville for twelve years from 1953-1965. In 1965 he left his position as tenured professor and became a Boeing 727 pilot for a major airline in order to devote himself more fully to UFO and paranormal research. (llresearch.org)

The Ra contact consistently steered the discussion toward Humanity’s greatest need, the development of human consciousness and spirituality through what Ra calls the Law of One.

I am suggesting that “positive” E.T.s would conform to a standard of morality and conduct consistent with the Law of One.

Let’s see what The Ra Material has to say about how “positive” E.T.’s conduct themselves here on Earth.

The following excerpt is taken from Session 6, conducted on January 24, 1981:

6.24 Questioner: Do any of the UFOs that are presently reported come from other planets here at this time, or do you have this knowledge?

Ra: I am one of the members of the Confederation of Planets in the Service of the Infinite Creator. There are approximately fifty-three civilizations, comprising approximately five hundred planetary consciousness complexes in this Confederation. This Confederation contains those from your own planet who have attained dimensions beyond your third. It contains planetary entities within your solar system, and it contains planetary entities from other galaxies. It is a true Confederation in that its members are not alike, but allied in service according to the Law of One.

6.25 Questioner: Do any of them come here at this time in spacecraft? In the past, say, thirty years?

Ra: I am Ra. We must state that this information is unimportant. If you will understand this, we feel that the information may be acceptably offered. The Law of One is what we are here to express. However, we will speak upon this subject.
Each planetary entity which wishes to appear within your third-dimensional space/time distortion requests permission to break quarantine, as you may call it, and appear to your peoples. The reason and purpose for this appearance is understood and either accepted or rejected. There have been as many as fifteen of the Confederation entities in your skies at any one time; the others available to you through thought [telepathy].
At present there are seven which are operating with craft in your density. Their purposes are very simple: to allow those entities of your planet to become aware of infinity which is often best expressed to the uninformed as the mysterious or unknown. (The Ra Material, Session 6)

The Ra material suggests that positive, service-to-others E.T.’s are not here interfering in our affairs. Their disks may appear in the sky, and they may communicate with us telepathically, but they will not land or infringe on our free will.
